Del Mar College Liability? The Board of Regents knew of this affair.
Dalia Hernandez (HA 136 698-1264) works for Cash Management at Del Mar College. Her sister-in-law is her supervisor Minnie (Herminia) Hernandez (HA141 698-1265). Dalia is rumored to have had an affair with Dr. Garcia and they were seen going out for lunch together on many occasions. Dalia’s husband was seen at Del Mar College on at least three occasions by witnesses. He is rumored to have complained that his wife was “f******” Dr. Garcia and wanted the College to take some kind of action to stop the affair. He is rumored to have complained in person in the College’s offices directly to Minnie Hernandez, his wife’s supervisor and sister-in-law, as well as Minnie’s supervisor VP Joe Alaniz. He was also seen sitting in the waiting room of President Dr. Garcia. Apparently everyone was aware of this affair. There should also be written documentation concerning these complaints. The Board of Regents knew of this affair.
In the case of Ms. Lopez, Dr. Garcia against the advise of VP Rosie Garcia and others met in private with Ms. Lopez after regular business hours. That several employees were aware of these meetings. Further, at least one employee had similar experiences and explained those experiences in a way that mirrored Ms. Lopez’s complaints.
As for the victim of the thong incident it is rumored that Regent Bill Martin was asking questions about the incident back in 2004. This would indicate that members of the Board of Regents knew about this sexual harassment and have done nothing for nearly two years.
I am writing this to help you confirm your information. The informant wishes to remain anonymous.

Let's Pray
During the past several weeks, numerous emails, newspaper and television reports regarding Mr. Carlos Garcia’s alleged misconduct, have surfaced. These public reports have been quite unfortunate and I am disheartened and sadden for not only the president and his family, but the college as well. After reading and watching all the negative reports, as a Christian, I felt compelled to respond.
What is really needed here is prayer for the President, his family, the college, and the perpetrators. We as faculty need to stop passing our opinions and begin to pray and ask God for the proper response and guidance in this situation, because we are all accountable for our responses, improper and proper.
In the book of John 8: 1-11, the story talks about the Samaritan woman that was caught in the act of adultery and how the people brought her to Jesus to be “dealt†with. And as the story goes, Jesus said when the people brought the Samaritan woman that was caught in the act of adultery, he told them “He who is without sin among you, let him throw a stone at her first.â€
My point is that there always seems to be a tendency among those who strive towards an extremely strict standard of morality that often leads us into abusive treatment of others, and the negative publicity with the President is a good example. However, I would like to pass my Godly response in this matter to my colleagues, and encourage all of us to stop throwing stones and pray for all parties involved.
I would like to encourage the President with these scriptures : 'No weapons formed against me shall prosper.' For we do not wrestle against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this age, against spiritual hosts of wickedness in the heavenly places." Eph 6:12 (NKJV)
And my prayer for the President is this:
I thank you Father, that your eyes are on Mr. Garcia and your ears are attentive to his prayers. Your face is against those who plot evil against him (1 Peter 3:12). For I know that in all things you work for the good of Mr. Garcia, who loves you (Romans 8: 28). Therefore, in all things Mr. Garcia is more than a conqueror (Romans 8: 37). Lord, I pray for discernment in exposing any schemes of the enemy against Mr. Garcia and for every tongue raised against him will be cast down, and all rumors and gossip will be turned aside. Help us to pray against all powers of this dark world and spiritual forces of darkness in the heavenly realms.

Janell and others,
I am very much a believer in the power of prayer. Where is the prayer for the victims in this? The young ladies who have come forward to tell their stories risking further embarrassment and possible ridicule need and deserve our prayers as well.
With such allegations we have to protect the rights of both the accused and the victims. Has the College done this?

The goal of Dr. Garcia by removing Theresa Cox from hearing sexual discrimiation cases brought by young women was to force these young women to have to tell their stories to an Hispanic male. There is probably an aspect of sexual satisfaction for Garcia and Westergren in the embarrassment of these young women having to tell their story to men. Please note here that Theresa Cox had extensive experience and training in this sort of work. What Dr. garcia and Judge Westergren have done here is to place further blocks in the paths of young women who might want to come forward and speak but won't if they can't trust the person their talking too. I wouldn't want my daughters to have go through this stuff. In the end they would just go to school somewhere else and the predators would have free access to other young women to suit their sexual desires. If I were a male working in a position of authority at Del Mar College I would be extremely concerned about my reputation in condoning this conspiracy to protect sexual predators.
I just wonder if Mr. Ben Blanco told the entire story. Did he mention the complete story to all of his supporters at Mr. Carlos Garcia's "Rally of Purity" last week. At the B.O.R. meeting, I do believe that Mr. Blanco failed to mention some key points. 1) He forgot to say that his Accussers/(Really Victims) (yes there were more than one) never once changed or altered their story. 2) Did he mention that when they tried to collaborate together with Ms. Cox to repeat their stories some of them were ban from doing so because they "no longer attended Del Mar" according to in house counsel. However, through a corupt system (as outlined and discussed in Theresa Cox Vs. Del Mar College) I would say that Mr. Ben Blanco was let go free through the pressures of an in house counsel who had his own interest above the interest of the students and victims of this preditor. The system which is supposed to in fact protect our children/students under Title IX Federal Law is infact doing the opposite. Some big mistakes were made in the Sexual Harrassment investigations against Mr.Blanco according to Theresa Cox. Oh yeah - Del Mar Men have created a great 'Buddy System' just like the infamous Tom Foley and his insiders who have known for years about this "knew" news. Additionally, the entire grieving process is so corrupt and discouraging that any person who wasn't already mentally beat from the Face-to-Face abuse (sexual or otherwise) would become overwhelmed and feel overpowered by the Del Mar Men - "The Machine". For a female victim to have to face a male under this condition is just CRAZY! P.S. 4)What about Mr. Blanco taking pics of his interns "boobs". Did he mention that one? 5)What about changing grades of students who would discount victims who were complaining? Check it out - the truth will always seek it's own way out - in this case I would like to quote a favorite saying of my fathers. "Birds of a fether, flock together!" I submit to you that Mr. Garcia and his supporters are all guilty of this horrible violation against our youth. One last question, how can the system protect our students as it is intended if the system is protecting itself?

As long as Carlos Garcia keeps flirting and $$$ with Chris Adler, the board of regents and gabe rivas will not take any action.
Gabe Rivas knows who the other females are that are considering coming forward and that is why Carlos is still at Del Mar. Gabe knows that some of these female empoyees won't come forward as long as Garcia is still in a position of power.
Carlos Garcia needs to admit himself to a Sexual Rehabilitaion Center for treatment. He has a serious problem and he should get him some help.
Carlos Garcia is a financial burden on Del Mar College. He committed Libel when he sent that email to everybody which slandered Theresa Cox.
Carlos Garcia had to appoint 3 people to do Theresa's job. If it takes 3 people to do one persons job, obviously she was a hardworking woman.
